[Conversation] Emmanuel Didier & Emily Rosamond: Volatile Measurement Environments

A foucaldian state of mind often sees statistics and quantification as tools of power in the hands of the State or of large companies. In my talk I will first present the work that i have done previously about “statactivists”: activists that use statistics to make their point. It means talking about security police, artists, labor unions. It shows that the power that is inherent to this kind of knowledge tools can be captured from bellow and reversed against established institutions. Second, I will describe new networks of data now being established in the US around the power of Next Generation Sequencing of the Human Genome and show how it redistributes the power of data. It illustrates that globalization is a second way, from above, to recapture the power of quantitative epistemic tools.
